Since 1968, the [European Community] Commission has adhered to the notion of "last substantial process" in determining origin. This method, adopted at the international level by the Kyoto Convention of 1973, establishes that where two or more countries are involved in the manufacture of a product, origin is attributed to the country where the last substantial operation was carried out.
